Polar Vortex and cause for extreme winter events

Why North America and Eurasia winters temperature drops to -50degree Celsius and in Australia to -38 degree Celsius? Cause and impact of extreme winter events in the contemporary times of global warming?

Polar Vortex is a situation at poles that maintain cold airmass created by Polar Jet stream. Due to global warming, Arctic ice sheets are thining, shrinking and ice cover is on decrease, as a result the stable Polar vortex becoming unstable and wavy in nature, even in Winters, Polar jet stream moves towards the equator. The meandering of Polar jet stream push cold air mass towards midlatitudes and warm airmass towards higher latitude. Thus  , more wavy nature of Polar vortex developed.
Impact of weakening of Polar vortex results into two forms in midlatitudes :-
1) extreme winter events in North America and Eurasia.
2) Frost quakes- these are local small scale earthquakes caused by sudden fridging of subsoil moisture .

Other impacts of Polar vortex is related to extreme winters such as :--
--- traffic problem
---wind chill
---sudden drop of air temperature to.      -40 ,-50degree Celsius.
--- cold waves at the speed of around 150km/hr.
